Either is used with a negative verb.
Neither is used with an affirmative verb.

Either Bill or Bob is going to the conference. (One or the other is going, but not both.)
Neither Joan nor Jane likes sushi. (= Joan doesn't like sushi. Jane doesn't like sushi either!)

In informal English, most people would say "Neither Joan OR Jane LIKE sushi." That's all right in conversation, but in formal documents you should prefer the formal usage.

Either Bill or Bob is going to the conference.
-means one of them will go, but not both.

Neither Bill nor Bob is going to the conference.
-no one will go. Both of them are not going.

It is accepted in colloquial everyday usage. However,in written English it should be "but not both of them".


"Neither Bill nor Bob is going to the conference.
-no one will go. Both of them are not going."

None of them goes."-no one will go" There cannot be a conference if NO ONE will go.

The indiscriminate use of the present continuous tense should also be avoided.It is very Indian (19th century English).So the proper British English would be" Neither Bill nor Bob will (attend?) go to the conference.
